    The present work discusses the public policy of job reservation in the public services under the Government of India, and is particularly focused on the Mandal Commission (The Backward Classes Commission, 1978-80), its reports, the governmental decisions and the social and political implications following from them. To impart a historical perspective, the first Kaka Kalelkar Backward Classes Commission (1953-55) is freely referred to. The work then goes on to examine the major emerging trends. Finally, it makes a few policy recommendations.

    The book contains the recommendations made by both the Kaka Kalelkar and the Mandal Backward Classes Commissions, which, it is hoped, would further enhance its utility.

    About the Author
    Educated at Kanpur, Delhi and Philadelphia, S.R. Maheshwari is Professor of Political Science and Public Administration in the Indian Institute of Public Administration, New Delhi. He had earlier taught at the University of Rajasthan, St. Stephen's College, Delhi and Agra College, Agra. Doctor Maheshwari has specialized in Development (including Rural) and Comparative Administration, Indian Government and Politics, Comparative Politics, Personnel Administration, and O & M. He is the author of over thirty books and over one hundred fifty papers published in national and overseas journals. He has contributed a chapter (in co-authorship) in The Gazetteer of Indian. He has also been writing for the press including, The Statesman, The Hindu, Indian Express, The Times of India, etc.

    Dr. Maheshwari has held a number of positions in the Government as well as in the professional field. He was a member of the administrative reforms. committee set up by the State Government of Uttar Pradesh in 1973. During 1975-78, he was honorary Secretary-Treasurer of the Indian Public Administration Association. In 1984 he was elected Vice-President of the Indian Public Administration Association. In 1988-89, he was President of the Indian Public Administration Association. Earlier, he was on the editorial board of the Indian Journal of Public Administration as well as a member of the Executive Council of the Institute. In 1977 he visited Canada to participate in the annual conference of Canadian Society for Asian Studies, and to deliver a lecture. In 1979 he delivered the Janamabhumi Press Trust Endowment Lectures at the Bangalore University. In 1980 he was a Visiting Research Fellow at the Australian National University. During 1982-83 he was a Visiting Research Fellow at the Institute of Developing Economies, Tokyo. In 1987, he was invited by the University of Guelph (Canada) as a Visiting Professor.

    Dr. Maheshwari has visited Australia, Bangladesh, Brazil, Canada, France, Great Britain, Japan, Malaysia, Nepal, Singapore, Spain, Sri Lanka, United States, etc. for seminars, conferences and lectures.

    Dr. Maheshwari is listed in a dozen international who's who.
