Review after using the phone for 2 months
Pros:
1) Good Battery back up with ultra Pwer saving mode is really useful at times.
2) Fingerprint Sensor worked for me butter smooth with no major recognition fail issue.
3) Screen resolution is good. Amoled screen is captivatingly Vivid and crisp.
4) Even with 1.5 GB ram it does not have any major lag issues while running apps.
5) Lastly The water resistant feature makes it stand out.
6) Dual Sim works very good.
7) IR Blaster is very helpful.

Better U Can Buy Nexus 5 in this Range.Are You can buy Moto G (2 Gen) or Mi3 for Cheaper price with Good Specs.

Looks & build - good, call sound - loud & clear, UI & usability - good, screen display - vibrant & bright, camera (photo capture quality) - not sharp / below avg - drops details, alet down considering this was Samsung's strong department, vedio camera (capture) - avg, handling - compact and easy to hold & use, weight - reasonably light, media picture & vedio display - v.good, media sound - below avg,, overall performance - good, internet browsing / email experience - good with wi-fi

It's a good phone for 20k price point. But at 27k,it's better to get a S4, which has better display, camera, battery life but doesn't include fingerprint sensor n heart rate monitor. Another option is Z1 Compact, if you need compact phone

Reason for buying although it is not worth the price because:

1)I wanted Phone in which I can use Home button to answer calls and power button to end calls using one hand.
2)I wanted Water proof phone.
3)I wanted 4.5 inches phone with external memory option.

Since there was no other alternative, I had to buy this phone.

Else I would recommend Moto G 2nd gen phone if you don't want any of the above.

Samsucks big time these days. Samthugs Galaxy S5 Mini price is too expensive. 18k would have been perfect! Yes it is water resistent and dust resistent, but not proof, it may have finger print scanner, but it sucks and does has the heart rate monitor!!! Compare it with Moto G 2014 or even the Redmi 1s, both being based on the SD400.

You pay twice as much as Moto G for only better(but smaller) display, better design, water and dust resistance,fingerprint & heart rate sensors, 512 MB extra RAM, slightly faster CPU, and hopefully a faster NAND memory

Doubt if single unit gets sold at this price.. The buyer must be from jungle hearing about phone.
There are much better phones from all the brands -LG(LG3 Beat), Sony (Z, Z1 compact), HTC(coming soon 820 with 64 bit bit processor), even Samsung's Note3 Neo, Google's Nexus phones, Moto X+1, Moto G, Mi's Mi3, Mi4, Redmi 1S, Asus, Blackberry the list is long... and all these are far far better phones this s5Mini.
The price of Samsung K Zoom is much lower with better specs of hexa core processor...

Have used the phone for 2 days now. The UI is a delight. Loved the Ultra power saving mode which allows you to use the phone with basic capabilities for a very long time. Very useful when you are traveling. Trust me, no other app does the same as this.

What we get for the additional bucks are:
1. Water proof, dust proof
2. Finger print scanner
3. Heart beat sensor
4. motion sensors and other vision and hearing accessibility options
5. Super amoled display
6. Ultra power saving mode
